when dividing any polynomial by any other polynomial, the remainder must be one degree less than the divisor
e.g. if we divide a 5th degree poly by a quadratic, the remainder would
be a 1st degree.

since our divisor is 1st degree the remainder must be a zero degree, that is, it must be a constant.
