difference of a number and 3 is |x-3|
twice that difference is 2|x-3|

so 2|x-3| = -8
but by definition |x-3| must be ≥ 0, so the way it stands there is no solution

if you meant:
2(x-3) = -8
x-3 = -4
x = -1
