It is undefined.

Consider 12/3 = 4
That means that 12 = 3*4

So, if 0/0 = N, then that means
0 = 0*N
But that is true for any number N. So, 0/0 is undefined.
In fact, division by zero is always undefined, since if a/0 = b then
a = 0*b
But there is no number you can multiply with 0 to get the value a. (except if a=0, but we already covered that)
