Dissolve PbO in slight excess of HNO3, evaporate to dryness, add water and Na2CO3 to precipitate PbCO3, filter and dry.
PbO(s) + 2HNO3(aq) ==> Pb(NO3)2(aq) + H2O(l)
Pb(NO3)2(aq) +Na2CO3(s) ==> PbCO3(s) + 2NaNO3(aq)
