since F = <stuff>/r^2
if r is replaced by 2r, then you have
<stuff>/(2r)^2 = <stuff>/r^2 * 1/4 = F/4
if r is replaced by 2r, then you have
<stuff>/(2r)^2 = <stuff>/r^2 * 1/4 = F/4
