1. In what ways are executive orders and agreements strong powers for the president?
2. Why might a president use these certain powers?

I know that one reason is that executive orders and agreements are way easier to pass... they take less time and I believe that they don't require Congress to vote or anything. I need at least one other reason, so if someone could point me to a website or has an idea, anything helps!
