What does it mean that a material transmits waves

Think of water in an ocean. Very smooth. Glassy surface. Now your flying over the ocean and you drop a rock into the water. Waves start moving in concentric circles out from the spot where the rock was dropped. The water is transmitting the waves. Energy is being transmitted, molecule to molecule, as the wave moves outward.
