The high frequency (energy) photons from the sun tend to scoot through the atmosphere and warm up the earth surface. That causes the earth surface to emit lower frequency infrared (hot) photons upward. CO2 or CH4 molecules in the air absorb those infrared rays and get hot, radiating them in all directions, including back to the ground heating it up more.
