Do you want the rate in cc/min? cc/sec? L/?
rate = volume/time. 400 cc/2 min will give yu 200 cc/min
Change the time to seconds or hours or change 400 cc to L or gallons or whatever if you want something other than cc/min

rate = volume/time (in secs)
V = 400cm3
t = 2mins => 2 x 60 =120s
rate = 400/120 = 3.33cm^3 s^-1

There are 60 seconds in a minute. Therefore, to convert the time from minutes to seconds, we have to multiply the number of minutes by 60.
