Do you want the rate in cc/min? cc/sec? L/?

rate = volume/time. 400 cc/2 min will give yu 200 cc/min
Change the time to seconds or hours or change 400 cc to L or gallons or whatever if you want something other than cc/min

400 centimetre cube is is divided by it's minutes
That is 100 cm cube / 2 minutes equals to 200 cm cube s -1
