Suppose we have a bag with $10$ slips of paper in it. Eight slips have a $3$ on them and the other two have a $9$ on them.

How many $9$'s do I have to add before the expected value is at least $8$?

Oh , it must be 10
8 = [8*3 + 9*2 + 9*n ] /(10 + n)

80 + 8 n = 24 + 18 + 9 n
n = 80 - 24 - 18

The answer isn't 10. It is 80 - 24 - 18 = 38.
