When dividing you need to think about how many of the second one fit into the first one.
Take 1 divided by 1/3 for instance.
You are asking how many 1/3rds fit into 1... the answer is three fit in
so 1 divided by 1/3 is 3
Now... when the numbers are not easily seen in your minds eye "tis not for you to reason why flip the second one over and multiply"
Which is much easier with your 1/4 divided by 4
that is,
1/4 divided by 4/1
= 1/4 times by 1/4
= 1/16
