mileage = mi/gal means divide miles by gallons. So, work with
360/25 and 480/32

15 is bigger so Mr.Walters is getting the better mileage per gallon

that is your miles per gallon
If that number is big, you are happy
If it is small, you run out of gas before you get there.

The more miles you get with your gallons the further you can go with a can of gas. There is no more to it than that. You are making a mountain out of a mole hill. Divide the miles by the gallons used and compare.
