The second is debatable, but I think most folks would argue against the rationale presented. Presidential power has increased because presidents exercised it, and neither Congress or the Courts curtailed it. Thus one got stronger, and the others weaker. This is the way dictators rise to power. In the area of war powers, the US President is far from where we started 200 years ago. Since when has the Congress even bothered to declare War?
