when converting units, it helps to remember that you can always multiply by 1 without changing anything. Now, you are told that

1 pound = 0.45 kg

That means that

1lb/.45kg = .45kg/1lb = 1

So, since you want to convert lbs to kg, start with what you have, and multiply by 1 in the proper form to cancel the unwanted units.

1/4 lb * 0.45kg/1lb = 1/4 * 0.45 kg = 0.1125 kg
