(3640 - 3250) / 3250 = 390 / 3250 = 39 / 325 = 3 / 25 = 12%
(4100 - 3640) / 3640 = 460 / 3640 = 46 / 364 = 23 / 182 = 12.637...%

The largest change came from 2001 to 2002.
