ok so i did division 42 divided by 280=0.15 im still lost

Are you just randomly dividing numbers you see in the question?
diameter = 42 inches
so radius = 21 inches
area = π(21)^2 = appr 1385.44 square inches
price per square inches
= $280/1385.44 inches^2
= $0.20 / inch^2
