A = pi * r^2
A = pi * 21 ^2
A = 3.14 * 21 * 21

Divide the area by 280

That is $/in^2
so, divide the cost by the area

$280/1385in^2 = (280/1385) $/in^2 = $0.202/in^2 or 20.2 cents/in^2
