F(x) = -0.25x^2 - 2x + 1.
F(0) = -0.25*0^2 - 2*0 + 1 = 0 + 0 +1 = 1.
F(1) = -0.25*1^2 - 2*1 + 1 = -0.25 - 2 + 1 = -1.25. decreased.
