What year should Detroit's population surpass that of LA?

Just to be clear, this is not multiple choice, and it's not exactly an answer. It's just helping me get an answer. Can you help? It's a lot of my grade.

Since Detroit lost so many people in the last 20 years or so, the city is making a huge effort to come back. It has a lot more room to expand than L.A. at this point.

LA is currently 1.39 million, Detroit is currently 713,777. Detroit's growth factor is about -2.9% and LA's is about .40%
