f(x)=9x+7 because it wouldn't subtract from the eqaution

It's f(x) = 9x+7 because if it were just f(x) = 9x then
f(0) would be 9*0 = 0
But, there were 7 bags to start with (x=0), so that means f(x) = 9x+7
