Its B. The fugitive slave act was a law put in place that made it illegal to help slaves get to freedom and that Northerners had to help return slaves that escaped, even in free states.

there's two different answers that say "by a vote of the people living" on question 2, so to specify, it's "by a vote of the people living in that territory", anyways aside from that, (A,B)(C)(A)(C) is currently still correct
