3x-1 divided by 4 +4<= -4

Would the sign flip?

(3x-1)/4 + 4 <= -4
(3x-1)/4 <= -8
3x-1 <= -32
3x < -31
x <= -31/3

You sure it's not
3x+1 <= -32 ? That would mean
3x <= -33
x <= -11

No flip, because we're not multiplying by a negative value
