I assume you meant:
a radius of 14 cm and a height of 18 cm
then the volume is π(14^2)(18) cm^3 = 3528π cm^3
"How many litres can it hold?" , how many litres of what?
generally 1000 cm^3 of water is 1 L
so 3528π cm^3/1000 cm^3 = appr. 11.08
"correct to the nearest metre" , makes no sense, a litre is a measure of volume, a metre is a linear measure.
btw, nobody uses 22/7 for π anymore, hand-held calculators that contain π correct to about 10 decimal places were invented over 30 years ago.
