LOL it would be D if you added a parenthesis
f(m) = (1-0.15)m
BUT
luckily they do that out
(1 - 0.15)m = 0.85 m
which is the answer I would choose :)

I thought it was funny because they tricked you by leaving the parenthesis out of D

If a car decreases in value by 15% each year, it means that in a given year it will be 85% of its value, m, the previous year.
Therefore, the value will be:
f(m) = 0.85m
Therefore, the value will be:
f(m) = 0.85m
