i have to give an "listed action list" on a proposal im doing about "improving reading habitats in children"

Question

what does that mean and how would i write that? i came up with a plan as if i was starting a reading program. would it just be completed sentences talking about the methods on how this program would work?

I'm not sure what you mean by a "listed action list". A list is a list. If your directions are no clearer than that, I would use bullet points, each a complete sentence describing what you would do. It might be more than one sentence, but they should be complete sentences for each point in the list.
