well, try 4 *10^8 * 7*10^-3
= 28 * 10^(8-3)
= 28 * 10^5
BUT we are only allowed one digit left of decimal point
= 2.8 * 10^1 * 10^5
=2.8 * 10^6
which is pretty much like 2.736*10^6
= 28 * 10^(8-3)
= 28 * 10^5

you need a number at least 1, and less than 10
and a power of 10.
For this problem, multiply the numbers and add the powers of 10.
Then simplify to scientific notation.
3.8*10^8 by 7.2*10^-3
= (3.8 * 7.2) * 10^(8-3)
= 27.36 * 10^5
but, 27 > 10, so
= (2.736 * 10^1) * 10^5
= 2.736 * 10^6
and a power of 10.

^ means superscript
2^3 means 2 to the third power = 2*2*2 = 8
2^3 means 2 to the third power = 2*2*2 = 8
