How high does the sea water rise in the bell when the bell is submerged?

STEPS:
(1) Find volume of cylinder
(2) Find volume of air in cylinder when submerged
(3) Vcyl - Vair = Vwater

I think you use the formula P=Po + pgh to find the height of the air pocket, but I'm not sure what values to use for P, Po, and p. Please help.
