5/2 is not 8/10
What exactly are you supposed to be doing? Algebra ?, Arithmetic ?
Is there supposed to be a variable, x for example, in there someplace?

the packet says pre-algebra and that's exactly how its written ive never seen this crap in my life. look ill heres the example they put
4 : 15 = 8 : x
4 x = 120
x=30
4 : 15 = 8 : x
4 x = 120
x=30

Now that is not what you typed first
4/15 = 8/x
multiply both sides by 15 x
4 x = 8*15
x = 2 *15
x = 30
4/15 = 8/x
multiply both sides by 15 x
4 x = 8*15
x = 2 *15
x = 30

where did the 2 come from ?

It makes no sense without a varible like x.
The two comes from dividing both sides by 4
like
4 x / 4 = 8*15 /4
x = 2 * 15
