I agree. Luther's "Theses" were not solely responsible for more transparency in government, but helped. The invention of the printing press itself made such distribution of documents and other written works possible, in vernacular languages, accessible to wide readership.

It's not C and D, one is right and the other is wrong, one more is right, either A or B but I'm not sure.
