Ok, I'm pretty sure its C now I don't see anything wrong with 1 and 2, however, I'm pretty sure the USA was the birthplace of "Separation" of church and state.
So, C is my new answer.

A nor C is correct on the Primavera website. And there has to be an answer Ms. Sue, it is a test question. They don't screw people over and have people second guess themselves. They help us get the right answers, unlike you.
