I'm not guessing. Social media is transmitted by smartphone as well as other devices. The first amendment addresses freedom of the press, which we now call "media", social or otherwise. The question says "all devices", not just smartphones. The privacy of how you use your phone has nothing to do with the question.

Don't confuse the method of distribution or access with the media. The question speaks of prior restraint on social media. The word media is plural. Social media means Instagram, Twitter, Facebook, YouTube, Spotify, etc., as well as Google, Bing, etc., not the TV set, the phone, the laptop, etc.

The next part of the question says the government will install a software on our phones. You said social media is like Facebook, and Instagram. I'm saying privacy on our devices meaning pictures/videos on social media or passcodes and saved data. I hate to argue so just leave it at this.
