None of these answers is quite correct. The result of the report was that slavery was abolished in Texas as a way to discourage Anglo migration to the Mexican territory. Anglos outnumbered Mexicans in Texas (especially east Texas), and Mexico wanted to get control of the area, which was their territory at the time.
