well first multiply the first one by 1/2
and the second one by -1

3 x + 1 y = -8
1 x + 3 y = 16

now multiply the first one by 3

9 x + 3 y =-24
1 x + 3 y = 16
-------------- subtract
8 x + 0 = -40
so
x = -5
-30 + 2y = -16
2 y = 14
y = 7
