If I interpret the question correctly, you are adding 16 new cards to a complete deck of 52.
So the new deck now contains 8 Jacks
prob(Jack) = 8/68 = 2/17
prob(not a Jack) = 1 - 2/17 = 15/17
"is divided up evenly in a 52 card deck" : poor wording
