Four candidates running for mayor receive votes as follows:
Ito: 16,032; Johnson: 36,072; Kennedy: 8,016; Lieberman: 12,024

How do I find the majority, if there is one?

add up the total votes. Then see whether any candidate gets more than half of them.

Or, does any candidate get more votes than all the others combined?

It looks pretty close, since 16+8+12 = 36

So, it'll be the odd votes that make the difference.
