I think it's c or d. I read my textbook but it all seems like they are under some type of government.

That was really rude. I came on here because I just needed some help because my class is hard and I've read my materials. I will be giving this website a bad rating and never using it again. Reed was not being rude. With four multiple choice answers, most of us tutors will only check two answers. We figure that students can decide on the correct answer out of two choices.

I'm sorry that you can't figure out whether direct or indirect rule answers this question. Google could help you since you say you can't find the answer in your text.
