Can someone explain how to solve this equation using each step? I'm confused.

No equation to solve.

you probably meant "evaluate" the expression.

(2^8⋅5^−5⋅19^0)^−2⋅(5^-2/ 2^3)^4⋅2^28
= ( (2^8)(5^-5)(1) )^-2 * ( (5^-2)(2^-3) )^4 * 2^28
= 2^-16 * 5^10 * 5^-8 * 2^-12 * 2^28
= 2^0 * 5^2
= 25
