14x -3 y to the negative 4 / 2x5 y to the negative 2 how do you do this

(14)(-3y^-4)/(2*5y^-2)
= -42y^-4 * y^2/10
= -21/5 y^-2
If I got the wrong interpretation, maybe you can use some more standard notation to try it again.
Try using
* for multiplication
^n for raising to the nth power
and don't forget parentheses if there is more than one way to read it.
2/5x can be (2/5)x or 2/(5x)
