What did the Alien and Sedition Acts represent?

A)Thomas Jefferson's concern with national defense
B)James Madison's concern with personal freedom
C)The importance of immigration to the Democratic-Republicans***
D)The importance of national security to the Federalists

I choose C because These laws included new powers to deport foreigners as well as making it harder for new immigrants to vote.

Yes, those acts did that, but that's not the right answer. That answer makes immigration sound like a positive. The Alien and Sedition Acts did not see it that way.
