1 - 15x/5 < 3 AND -1 + 15x/5 < 3
-3x < 2 AND 3x < 4
x > -2/3 AND x < 4/3

What you probably meant:
| (1-15x)/5 | < 3

(1 - 15x)/5 < 3 AND (-1 + 15x)/5 < 3
1 - 15x < 15 AND -1 + 15x < 15
-15x < 14 AND 15x < 16
x > -14/15 AND x < 16/15
