How we make 0.02ppm solution in 25ml?

1 ppm = 1 mg/L
1 ppm = 1 mg x (25/1000) = 0.025 mg/25 mL.
You want 0.02 ppm so 0.02 x 0.025 = ? mg solute in 25 mL solution.
