                I want to make  10 ml solution of 80% NaOH and 20% KOH

    8 mL NaOH and 2 mL KOH
80% of 10 mL is 8
20% of 10 mL is 2

    Do you want w/w or w/v %? I will assume w/v.
80% NaOH means 80g NaOH/100 mL solution.
20% KOH means 20 g KOH/100 mL solution.
You don't want 100 but only 10 so
80 g x 10/100 = 8 g NaOH
20 g x 10/100 = 2 g KOH
Weigh out 8 g NaOH and 2 g KOH, place in a 10 mL volumetric flask, add some water, swirl until all solid is dissolved, let the solution cool, then add H2O to the mark on the volumetric flask.
    
80% NaOH means 80g NaOH/100 mL solution.
20% KOH means 20 g KOH/100 mL solution.
