Who counts the Electoral College vote?

My textbook says "The president of the Senate opens the electoral votes from each State and counts them before a joint session of Congress." I assume the answer is A or B? However, I can't figure out which. My guess would be A?

But the vote is counted by both the Senate and the House of Representatives.

Yes, I completely agree.
I notified my teacher about the questions error so hopefully it'll be fixed soon. However, until then, I thought I'd state was the correct answer was (even though it was technically wrong) for other students who may go to my school. :)
