I have to do a newspaper project where I create my own newspaper by choosing one of the civilizations I have. (I chose Rome)
It then asks me to
"Create a headline story : This article should be researched. You can choose to write an opinion article of a particular historical event or a sequence of acutal events. (ex politics scientific findings important events etc)
International Story : This sartickle must be written with a bias of the civilization you chose. The article must be written about an event that has occured (ex war, conflict)
So Am I suppose to add two separate stories in this newspaper? Or is the headline and international story just one story

The assignment sounds like two stories: the headline article, which would be on the front page in a real newspaper, and the international article, which could fill up other space that the headline article doesn't fill up, and perhaps continue onto another page.
