To make green paint,Jeff's art teacher instructed him to mix blue and yellow paint. To make the desired shade of green, the ratio of blue paint to yellow paint is 3:4. What does this ratio mean?

For every 3 parts of blue, you need 4 parts of yellow.

So that is how I would interpret this then.
