You have to remember that i² = -1.
so, when you apply the distributive property:
(-8+i)/(2-3i) = -8*2 + 8*3*i + 2*i - 3i²
= -16 + 26*i +3
so, when you apply the distributive property:
(-8+i)/(2-3i) = -8*2 + 8*3*i + 2*i - 3i²
= -16 + 26*i +3
