Explain what happens in the eye of the storm. Why can you survive the eye of the storm if you are inside and have shelter but instantaneously freeze if you are outside?

I don't know of anyone who freezes in the eye of a tornado.

I hope you are not refering to Marvel Comics, X-men, when Storm was in Antarctica in the freezing cold, with Magneto. That is fiction.
