Since passage of the Federal Regulation of Lobbying Act in 1964, only four persons have been prosecuted under its provisions- with only one conviction. Why is the law so ineffective? Why doesn’t Congress enact a stronger law? Why would the First Amendment constitute a major impediment to any attempt to curtail the activities of interest groups?
