The composers and musicians own their work and need to be compensated. Downloading their music is stealing.

Probably because the music is under copyright. It is owned by the songwriters, the performers, or the company that produced the CD, MP3, or whatever is being streamed. They expect to earn a living through their work and want to be paid for it. In some cases, the website has to pay royalties to the music company or musicians, so have to charge the consumer to at least make up their costs if not make a profit themselves.
