1/3 off means she paid 2/3 the full price. So, the final price with tax is
(18.00)(2/3)(1.06)

The parentheses mean that you multiply.

Ok. Let me ask you Ms. Sue how do you go about multiplying 18 x 2/3? Where did Steve get 1.06 from?

18 * (2/3) = 36/3 = 12
1.06 is 1 + 0.06
It doesn't make any difference which you multiply first.
2 * 3 * 4 is the same as 4 * 2 * 3. Check it out.
